    Abstract: "With advancements in swarm intelligence, artificial intelligence, and wireless mobile network technology, unmanned swarms such as unmanned aerial vehicles, ground vehicles, ships, and other unmanned systems are becoming increasingly autonomous and intelligent. Benefiting from these technologies, intelligent unmanned swarms are able to efficiently perform complex tasks through collaboration in various fields. However, malicious use of intelligent unmanned swarms raises concerns about the potential for significant damage to national infrastructures such as airports and power facilities. Defending against malicious activities is essential but challenging due to the swarms’ abilities to perceive, understand complex environments, and make accurate decisions through multi-system collaboration. This perspective sheds light on recent research in counter-measures and provides new trends and insights on how to prevent malicious actions by intelligent unmanned swarms."

    Normalcy bias is a psychological phenomenon in which people have a tendency to underestimate the likelihood or impact of a disaster or other crisis. This bias can lead people to make inadequate or inappropriate preparations for a crisis, or to underestimate the severity of the situation.

    A Knoxville News Sentinel video account of the tragic fire exposes clear examples of taxpayer paid "professionals' " normalcy bias which contributed- on different levels- to that 2016 disaster.

    Fix These Things Now, A Repeat Episode Is Not An Option

    Multiple Levels Of Mis-steps Resulted In Catastrophic Failure

    • "Public safety" assumptions went up in smoke after multiple days of passive reaction
    • 80+ years of underbrush accumulation by The National Forest Service provided fuel for fire
    • Aerial water was not immediately deployed when it could of been "due to cost"
    • Local decision-makers rejected published weather reports warning of high winds
    • Tax-payer posts were abandoned because of a holiday weekend
    • The true cause of the fire may not have been a couple of kids playing with matches
    • Despite pleas of early warning sirens being activated by patrol personnel, delays ensued

    Gatlinburg Tennessee decision-makers unwisely built & relied on a ground-based-in-the-woods repeater system for 1st responders, which burned to the ground.  This is in an area where wildfires historically occur.


    Off-Grid Auxcomm Radio Club was formed as a result and is now a small group of self-funded volunteer civilians who train to try to help their neighbors in case of future incidents.

    Monday Morning Quarter-Backing Ideas

    • Structuring your personal life to include some "what ifs" is not at all "extreme" as some would say about being prepared for black swan events


    • Those of us who are better prepared, may have less to worry about and might just be more relaxed if bad happens; proactivity has many benefits, but not necessarily a high cost


    • It may be helpful to know that normalcy bias can personally be very difficult to fight, on many levels as revealed by the Gatlinburg Fire Incident:  Day 1 the fire was only 1 acre in size and not taken very seriously.  Then it grew to 6 acres which continued growing to 10 acres the next day, then 25 acres, then 250 acres- 10x the previous day's size- and yet, life generally  went on as if nothing tragic could happen; by both leaders and the general public including the tourists vacationing and dining in outdoor restaurants despite heavy smoke & masks being worn


    Everything was just fine for a while, until it wasn't!
